Stage 1: 2011+

Meaningful Use

Capturing electronic health information and using that data to track and communicate clinical conditions is the predominant focus of Stage 1 Meaningful Use.

Stage 2: 2014+

Meaningful Use

Increased focus on Health Information Exchanges (HIEs), the mobilization of electronic health information across organizations within a region, community or health system, and electronic orders and results.

Stage 3: 2017+

Meaningful Use

Emphasis on quality, safety, and efficiency. This final stage of meaningful use will also promote decision support systems as well as patient access to self-management tools.

MU Rule Update: Five Things Radiologists Should Know: In October 2015, the Centers for Medicare and Medicaid Services (CMS) released its final rule to implement Stage 3 Meaningful Use (MU) participation requirements as well as changes to the existing MU requirements in 2015, 2016, and 2017. According to a post on the Radiology and HIT Blog, here are five things radiologists should know about the final rule.

#1 Radiologists will continue to avoid payment adjustments as before
#2 Stage 3 MU will be far less burdensome for participating radiologists than any previous stage
#3 Modified Stage 2 in 2015, 2016, and 2017 is an improvement over the previous Stage 1 and Stage 2 requirements, but not as flexible as Stage 3 for radiologists
#4 The "imaging results access" objective was eliminated from MU
#5 Pay close attention to next year's MIPS rulemaking

Protecting Access to Medicare Act of 2014: As CMS turns its attention to the next stage of Meaningful Use, Stage 3 certification criteria and objectives will focus on improving outcomes and building upon the program's foundation. And, one of those focus areas will be Clinical Decision Support (CDS) as it's a big part of getting the right outcomes, especially as it relates to imaging.

This landscape is now being altered by passage of the Protecting Access to Medicare Act of 2014 into law. Based on the law, which goes into effect on January 1, 2017, ordering physicians will be required to consult Appropriate Use Criteria when placing orders for advanced imaging services under Medicaid. In order for the Radiologist to receive payment for their services, they must submit evidence of the physician's consultation of the criteria with their claim.

Implementing the correct solution to enable Clinical Decision Support within physician workflows to deliver the most credible, evidence-based Appropriate Use Criteria can be a confusing task. As such, radiologyMU.org will be expanding coverage into this important area. We're in the process of developing a new resource for healthcare professionals to fully understand the implications of this new law and how to best prepare for January 1, 2017.

Payment Adjustments & Hardship Exceptions Tipsheet for Eligible Professionals: As part of the American Recovery and Reinvestment Act of 2009 (ARRA), Congress mandated payment adjustments to be applied to Medicare eligible professionals who are not meaningful users of Certified Electronic Health Record (EHR) Technology under the Medicare EHR Incentive Programs. These payment adjustments will be applied beginning on January 1, 2015, for Medicare eligible professionals. Medicaid eligible professionals who can only participate in the Medicaid EHR Incentive Program and do not bill Medicare are not subject to these payment adjustments. Eligible professionals who can participate in either the Medicare or Medicaid EHR Incentive Programs will be subject to the payment adjustments unless they are meaningful users under one of the EHR Incentive Programs in the required time periods. Meaningful Use (MU) for Radiologists

According to data released on Data.gov, approximately 16% of radiology professionals have attested to at least one year of Meaningful Use! Are you one of them?

More than $60 million in incentive payments have been paid out to radiologists since the inception of the CMS EHR Incentive Programs in 2011. Starting this year, Medicare payment reductions will begin for not successfully demonstrating meaningful use - hundreds of millions of dollars are at risk annually and that number may reach billions if private payers start to mimic federal guidelines.
